Cali, Colombia. With a population of just over 2.5 million people,
homicide alone was occurring at a rate of 126 cases for every 100,000
persons. Guns were being purchased consistently from the army ­ the
regulated firearms sales outlet. Holidays were becoming increasingly
unsafe and weekends had become periods of bloodbath."
